Urgent consultation opportunity!

Warwickshire County Council (WCC) is planning to carry out improvements to the Emscote Road/Rugby Road/Warwick New Road Junction in the summer of 2026. The improvements are limited to the installation of pedestrian crossings, with no improvements for cyclists. WCC are carrying out a limited consultation with local residents that is ONLY open until the 31st JANUARY 2026.

Cycleways has submitted a response. This is reproduced below. If you would like to submit your own response, you should email it to Emscoteroadstc@warwickshire.gov.uk by the 31st January at the latest. Please feel free to use Cycleways’ response as a model. You will see that we have asked WCC to extend the consultation period.

Dear Sir/Madam,

The proposed improvements to the junction of Rugby Road, Emscote Road and Warwick New Road have been brought to our attention by a local resident who was concerned about the absence of any provision for cyclists with the proposals.

We reiterate these concerns. The improvement to this junction offers an opportunity to contribute to the wider strategy to create the network of cycle routes as set out within the Local Cycling and Walking Infrastructure Plan (LCWIP). However, the scheme as it stands presents no improvement for cycling.

In summary we would like to make the following points:

1. The A445 Emscote Road/Rugby Road, Warwick and Leamington Spa is identified within the Warwickshire LCWIP as a junction where collisions involving cyclists have occurred, yet there are no features in the proposed new layout to improve their safety.

2. The junction will be within the scope of the “Emscote Road Multi Modal Corridor Improvements” connecting Warwick to Leamington “with high-quality, segregated walking and cycling facilities” (Warwickshire Local Cycling and Walking Infrastructure Plan. Warwick District Part 2 approved 2024). The current plan should not be considered in isolation. 

3. With traffic, crossing provision for pedestrians is likely to present lengthy waiting times as pedestrians are required to cross in multiple stages. Crossings set away from the junction should be considered.

4. This junction has been subject to previous discussion, with a workable alternative scheme put forward (please see page 22 of our report).

5. Given the significance of this junction to the wider community, the limited consultation for this proposed improvement is insufficient.

As such we request that you extend the consultation, and work with the wider community to deliver improvements that will benefit all modes of travel. We would be very happy to help you to extend the consultation to the local cycling community, as well as meet with you to explore options to develop the scheme.
